Explanation

PR ownership can be assigned during creation.

Earlier, while creating a PR, the ownership will be defaulted to the person who creates the PR. To reassign ownership after creation, the user should use the Reassign User functionality. But now the creator can assign ownership to other users while the PR is being created by choosing the user from the PR creation for drop-down.
